Solved Opium?

I looted opium off a smuggler killed by a coastguard. When I used it the first time it said nothing happened. When I used it the second time I unlocked the expert marksman ability. The third time I said my life force diminished. Does this seem right?

What happens is indeed random and risky.
You can ask both the Smuggler Agent and the Apothecary for more information about it.

Good to hear people do find it .
There is a reason I also added it to the smugglers inventory so there was a larger chance of people actually finding it and using it .
