What is up with all the ships chests that are all over you ship that respon with stuff? Can you just take the stuff or does your crew use the good in the various chests?

Why is it I have the really good spyglass that supposedly lets me see all the info about the ship but I could be right on top of the ship and it doesn't show anything but the ships name?
