Need Help With Part Of Sea Hawk Quest

Greets mates! I decided to do The Nathaniel Hawk quest again and so far so good, then since I enabled cheats I just used numpad and boosted my self to lv 45, got good swords and gave myself a fortune. Anyways I got to the part when I'm supposed to talk to the tavern owner in Speightstown- which I did and after its says quest book update- I look theres no quest book update and when I talk to that french officer he just threatens to kick me out and calls me deaf. Whats going on here?

Sometimes the quest book does not update. When that happens you have to go back to a earlier save and try it again. That has gotten to be pretty rare for me now, although it used to be fairly common.
French officer? Can you be more specific?
