Need help with kill the beggars quest

I am playing as Peter blood. The last beggar I met who tells you to go to curacao was in Portobelo. The guide tells me that after I steal the documents from the governor's chest I have to meet the last beggar I talked to and then go back to the tavern in curacao. The problem is that I have been running around the whole portobello city and I dont see that hobbo. I tried in the church and the tavern but he is not there. What am I doing wrong?

ok I already found him and now I have to go to a pirate settlement and talk to the diplomat. I went to the one that is in the island of Martinique but I didn't find the diplomat, so I went to bermuda but I cant find him there too. I talked to the governor in the twon of bermuda and he just asked me to go to puerto principe and search for another captain but I checked my log book and it is just another quest not the beggars one. So where is the diplomat or how does he look like?

Get yerself a bottle `o rum in any pirate tavern, he be sitting there somewhere

Diplomat is in every pirate settlement... he's at the table just right of the bar, looks like a regular drunk tho
