The way the game works, even with the mods, is if you become an officer in a countries navy and complete tasks, you are awarded rank and land. In order to receive land you must have that perk activated in the "Abilities" section under "Land Owner." You will then receive money for the crops grown on the land, which increases you personal wealth, but you cannot go to the land. Hope this helps.

Meigger is almost right: The "Land Owner" perk does not allow you to get land. If you are in a nation's service, you get land from a promotion even if you don't have that perk. However, you will get more money from your land if you do have that perk.
