help the lady quest

at the end of the quest, armand says that there is a letter at QC tavern. if i look into my quest book, it says that the letter isn't added yet. has this been finished in build 13?

Cat was going to add to this.
She was also busy planning a very involved "Sneaky Trader" quest.

Then real life stepped in.

How long exactly has Cat been away. I seem to remember her last post being at least 3 months back now. Hope she's doing well and will return to the community soon.
