Help engine.ini or option file missing?

I installed post 12 build + update and encountered major problems so I uninstalled everything and reinstalled just 12.1 build. However, I cannot seem to access the config to change to full screen + 1024 by 768 pixels? I keep getting this "engine.ini or option file missing". Can anyone help?
