You can use the tx converter tool to convert it to a tga

Why would you want a .png? None of the games which would use this file use .png, they all use .tga.tx.

Use DeathDaisy's suggestion and convert it to a tga file. You can take the converted image and use any number of freeware converters to get it into the format you need.
