english gov. find unknown pirate quest

i am stuck in the quest from an english governor, the one where i have to find an unknown pirate attacking merchants in the nearby waters. Where the F... is he? Is his ship with green sails? where do i find him and how do i recognize him?

Talk to the captains. Use the "go up to ..." (fast travel).

Yeah, that quest is retarded.

"Hey, I need you to fix my pirate problem, only nobody knows who or where he is or what ship he sails. Oh, and you have two days."

You sail from ship to ship on this quest. you board each ship and speak to the captain.

Usually if you get close enough to the pirate ship, it will attack you, but sometimes it won't until after you've spoken to the captain.

This quest is easy money and a free ship if you board it.

Wait, what? You're supposed to talk to the captains? But the governor says they're of no help, I assumed that was a subtle hint that talking to them isn't the solution! That's even more retarded than just sending the player out there with no leads at all (which the game also does plenty of times, eg the spy quest). <img src="style_emoticons/<#EMO_DIR#>/rolleyes.gif" style="vertical-align:middle" emoid="" border="0" alt="rolleyes.gif" />

I assumed he meant that the captains in PORT were being useless. I seem to remember him suggesting that maybe I could get more information from them though. But I could be wrong there.

The pirate is allways at port, atleast each time ive gotten the quest. Once you get the mission just run down to your ship and fast travel to each ship thats there, they usual raise the pirates flag once your close. Or else talk with the captains, the quest takes like 3 min to complet.
