English general governor quests?

Hello fellow pirates, I finished several english governor missions and played a "little bit" (now I'm 25th level).I asked a governor and he told me that the genar gov guy is on jamaica,I went there but he says that I am to close to the brothers of the coast?

You're started Morgan's pirate quest line. You're going to have to continue that until he gives you a chance to "finish you business" before the last mission, then you can do the national quest line.
Or so I've been told.
