Elizabeth Shaw’s Disappearance Quest Bug

Specifically the part of this quest after you talk to Octave Fabre. According to the wiki;

Sail to Guadeloupe, Pointe a Pitre, - go to Naval Academy – talk to Octave Fabre – Leave - Outside Academy talk to self – Davy Jones Crew member walks up and talks to you – QB Update

After you speak to yourself outside the Academy and speak with yourself a Davy Jones crewmember appears and speaks with you. This for whatever reason is not happening/is triggering for my game. All I am experiencing is a major storm on the island which I assume is to do with the quest but without that crew member speaking to me then I cannot progress.
