Diplomat

Is there only one diplomat in the game to restore your diplomacy, the only one I have seen is at Pirate Hidout, and all the people there run away from me since I finshed the main game.

However, it is cheaper (1/2 price) to sneak in to see the governor of the nation you've offended and ask directly. Anchor in a bay far from the fort and walk to town. {Plus, this won't crash}

The fix for this crash is to download an updated relation agent_dialog.c file from the PA! FTP and put it in programdialogs.
