Cannot find the officer/slave

I've been walking around the mine for a while now and I've been reading posts that people have said that to get the clay tablets I need to talk to an officer and/or a slave in the mines. I can't find either one. A little help please.....

Yes, talk to the man in the house outside the mine. How did you get to the mines? Did you go there via Greenford or did you land at the Lighthouse? If you went to the mines by way of the Lighthouse, then try going thru Greenford and take the exit out of town near to the prison.
