Build 14 version 2.3 not working please help

I installed the game outside the program files folder and installed the build mod correctly. When I try and start a game I get the following error message. Runtime error abnormal program termination. My error logs are attached.

can't load file: sulan_shipslog.c

Clearly the installation didn't work the way it should have done.
Did you install Build 14 Beta 2.1 Full first?

YES! Otherwise you're missing out on about 2GB of required files.

The installer should have told you:

CRUCIAL INSTALLATION TIPS:
=====================================================

1. You MUST install this on top of the unmodified stock game
   Pirates of the Caribbean, released in 2003 by Akella.
   The mod is NOT a standalone game!

2. You MUST install Build 14 Beta 2.1 Full first!!!

3. Allow the installer to run RunMe.bat upon completion

 - DON'T install the game to Program Files,
   otherwise Windows prevents it from installing correctly
   Install to, for example, C:\Games\Pirates of the Caribbean

 - Check out the controls in
   Documentation\Default Key Assignments.txt

 - Set the game's settings to your liking in the
   Options>Advanced Options menu

 - !!!SAVE OFTEN!!!

I have fought my battle with them. Slain all the ones that were there to slay.
There is still an issue with windmills, but there are none left to slay.

Unslayable windmills? What are those?
Oh wait... I know... They are... ALL WINDMILLS!
