Build 13 Trade Mission Bug, HELP PLEASE!

I accepted a mission to deliver to oxbay, but when I get there the store owner doesnt take the shipment (there is no option to give it to him). Now I can't take merchant missions from anyone and I need money. Help please, what's wrong?

Is Oxbay under French control?

If so, you can't trade, and it is most likely that you can't complete the trade mission.
You will have to load a save before taking that mission.
