Now, as for my question, I've read the build 13 readme and I have a question about the no ships 1st class being boughtable...
I believe it should be like with the pirate ships you'd have to become a corsair for a nation in order for them to sell you their 1st class ships...
It makes sense I guess...

I heard reports of class 1 ships not being available at shipyards, but I have checked that issue myself and although class 1 ships are indeed pretty rare, I have at least encountered one at the Redmond shipyard*. I believe that with the RPG Shipyard mod the class of the ships available is based on the town size and class 1 ships would only be available in the largest of large towns. Not sure which towns these are.
* Note: This was while using my own new version of the Realistic Shipyard mod and not while using the version currently in the modpack.
The Realistic Ship Purchase mod causes navy ships (Corvette's, Frigate's, Battleships, Manowars, etc.) to not appear in shipyards at all. The idea is that the shipyard wouldn't sell their navy ships to any privateer, let alone possible enemies of the crown. I will have this mod removed from the next Beta though. Once Build 13 is released, I am going to add my own version of the Realistic Ship Purchase mod into Build 13.1. I already coded it and I think it works fine. But it does need more testing, because I have hardly done any testing on it myself yet.
My version of the mod is more sophisticated than the current version. Rather than always disabling the selling of large ships, I have made it so that you can buy any ship, but if you want to buy navy ships, you must have a Letter of Marquee and must have the required naval rank. And in the case of the pirate shipyard, you must be a pirate yourself for the pirate shipyard to sell you pirate design ships.

I don't know if in build 13 this is corrected but most ships waterline is too low... if it were a real ship thy'd be down with the fishes for a long time.

There one or two ships that had their waterlines set too low, but these were fixed in one of the Pre Build 13 versions many months ago. Nothing has been done about waterlines since. If you are using the Build 13 Beta version, then you might want to edit PROGRAM\SHIPS\ships_init.c yourself to heighten the waterlines on some ships.
