    Yes, there should be a dialogue option for you to pay the smuggler you talked to. Try talking to him again when you have enough funds. Sometimes dialogue options have conditions before they appear.

    Yes! Definitely! Sailing in storms. :thumbs1 I totally forgot about that. :facepalm This is definitely number one for leveling up navigation/sailing skills. Try to get that damage control perk tho because you will most likely get a fire in the ship from a lightning strike or something else.
