Who should I talk to, if I want to join the Brethren of the Coast?

I have tried to speak to the "governor" of Turks, but he's only able to help me make peace with the pirates, if I've become enemies with them. So I'm rather curious about who to talk to, if I want to become a member of the Brethren of the Coast.

Try the boss pirate in Nevis Pirate Settlement. If you're continuing "Tales of a Sea Hawk" after completing the story, this will probably be Skull - you killed or captured the original boss, Isenbrandt Jurcksen, during the battle at Cozumel.
