I am on the quest but, can't find Petit Tabac (or a map to locate it). Am still using the update dated Jan 19, 2015.
Is this issue addressed on Jan 28, 2015 update?

Are you missing the entire island? It is near Grenada and Barbados.

How do I start this mission? Will Turner's door is locked, the governor of La Tortue is only talking about improving my relationship with the pirates, and I can't get unarmed locals on the original islands to relate the rumour of Will's quest.

I'm a pirate, famous and enemies with all nations except the pirates.

Nothing for it, then. You'll just have to head for the tavern. A chat with the tavern keeper will probably cheer you up...

You are absolutely right. I just couldn't read the walkthrough properly and got into my head, I had to speak to the governor and not the innkeep.
