Soldiers in "Rescue Captaine Chevalles' crew"

"Rescue Captaine Chevalles' crew" is the "Jack Sparrow" version of "Rescue Peter Blood's crew", but the action takes place in Port Royale instead of Havana. One big difference is that, in the area near the prison where you're challenged by a pair of soldiers, Port Royale has four permanent soldiers (two by the gate, two by the prison) and Havana does not. So you enter Port Royale, you're challenged by the quest's two guards, and you fight them. Either you're careful not to hit the prison and door guards, in which case they stand there and do nothing; or you're not careful, you hit one of them by mistake, and the whole lot join in. Permanent guards are now much tougher and spawn reinforcements when you kill them. And that means this encounter either looks absurd or is absurdly difficult.

I'm thinking about removing the permanent guards for the duration of this encounter and replacing all four of them with temporary stand-ins. You then fight all four. Security is supposed to be tighter due to the imminent execution of Captaine Chevalles' men, which it won't be if there are only two guards instead of the usual four. The normal soldiers can be put back after the encounter is over.
