Ship Berthing Faulty

Has anyone else found that ship berthing stops working when update 2 is applied to Build 13?

When I press the SHIP BERTHING button nothing happens and I have to press F1 to get out of the SHIPS screen.

Just in case this was a fluke of some type I reinstalled. This is what happened:

I tried the base version of B13 and that was OK.
I then applied update 1, and that was OK.
I then applied update 2, and ship berthing stopped working.

Any ideas? Is it a bug in B13 update 2?
