Fixed Sea Relations: Animists cause bad relations to Pirates

@Pieter Boelen maybe we should add these skipRM attributes also to coast guard ships? As you can't bypass them because they are set hostile imediatly. Or is there a way to escape from them without your relation going down to much? Or do we want this to happen?
I have added these attributes EXCLUSIVELY to characters that aren't actually part of their respective nations.
The animists and the Black Pearl/Flying Dutchman aren't normal pirates.
And Silehard is English but turned rogue and the story forces you to fight him.

Coastguard ships, however, very much ARE part of their respective nations.
Nobody is forcing you to smuggle and if you do, you should avoid being caught or be prepared to face the consequences.
You also don't need to actually sink the ship or capture it for your own.
So I'm inclined to leave them as they are and not place them outside the general game systems.
