seems like that pack is already out or at least its parts are

Tropico + paradise island + T2 piratecove + Tropico 3 GOG, Tropico 4 (and all its DLC) Steam. i know because i own them already haha i freaking loved the Tropico games.

I don't see that anything new is being brought to the table here other than some patriotic marketing if anything Tropico 4 has less with only the modern times DLC why not all of it
