Indeed you're absolutely right. Extract attached to PROGRAM\Characters\init to put them back.
Maybe if you press F11 in your savegame, that will be good enough for this to work.Capain Tiems

any other ideas? This one doesn't work (the f11 part)
I did notice there were some additional related issues. Extract attached to PROGRAM\Storyline\Assassin .
Reload a save prior to you getting the mission to find the soldier there and that character should not be appearing again.
Apparently all the other guards do require a new game to be started though.
