Need Help Letter of marque

Hey, it's me again, so i was wondering about the Letter of marque, i got it from the Portuguese governor and then proceeded to capture 2 French ships for myself.
This action branded me a pirate, so how exactly do i ''legally'' capture ships?

A Letter of Marque only makes it legal to attack ships belonging to enemies of the nation which sold the Letter. So if Portugal is not hostile to France then a Portuguese Letter of Marque does not cover attacks on French ships. Find ships which are hostile to Portugal.

Or buy a second Letter of Marque. If you want to attack French ships, find someone who is at war with France and buy a Letter of Marque from them.
