Finding ships.

Hi All,

So I'm getting a little frustrated. So i get a quest form a scorned NPC woman to find a ship and kill the cpatain. So Off i go to the Port authority and he says he hasn't any captians i need on his books. So been sailing around for 2 weeks in game and still no sign.

So my Question is how do you find these ships?
