I have done neither and it works.

And until someone can show me why I should remove a stock file which is even included in the engin.ini, the memory.mp file stays.
 
If you're experiencing game slowdowns a lot, it's likely that the game is constantly writing to the memory.mp file. This seems to be a debugging file that somehow got left in the game. Removing it does no harm, and may do much good.

Have a look at all the junk *.c files in the Programs folder some time. They didn't clean it up very well before publishing the game.
