    Not always, only if you're having merchant ship, and only if your rank is not high enough, and never Fort, but I guess Fort is the same as a ship.

    They have sea patrols and land patrols, so it's not that easy to smuggle. Merchant quests are not as good as doing trading yourself, it is good to do it if u want to become merchant, because you can use your merchant ship good cargo space and it's great way to learn prices by visiting Merchants...

    Because it would be fun to encounter flying dutchman mostly, and fear him, but it would be only cool if it's like 5% chance. Also encountering black pearl or Queen Anna's Revenge would be fun.
